摘  要:为确保贵州水盘高速公路发耳隧道的施工安全,通过引入煤炭系统《防治煤与瓦斯突出规定》中2个"四位一体"的措施体系,按照"区域措施先行,局部措施补充"的指导思想,制定发耳隧道揭煤防突措施,把区域综合防突措施摆在优先的位置,安全穿越突出煤层,摸索出一套适合公路瓦斯突出隧道的揭煤防突施工技术,取得较好的社会效益和经济效益。Fa' er tunnel on Shui-Pan highway in Guizhou province is a tunnel with coal and gas outburst risks, which faces risk factors such as coal and gas outburst, gas explosion and poor stability of rock mass in tunnel construction. In order to ensure the safety during the tunnel construction, a series of countermeasures normally taken in the coal mining industry are introduced to the highway tunnel construction. A program to prevent coal and gas outburst is designed ac- cording to the principle of "regional measures in advance, local measures to supplement and the priority given to regional measures". In the end, the tunneling has passed through the coal seams safely, a series of outburst prevention technolo- gies suitable for highway tunnels have been established and good social and economic significance has been achieved. The paper can provide reference for similar projects in the future.
