摘　　要：目前,苏北面临多重机遇叠加的特殊发展机遇期,多重机遇叠加在苏北,使苏北地区的区域地位发生了质的变化:从我国沿海的经济欠发达地区成为在我国区域协调发展战略格局中具有特殊地位的区域——"战略性区域"。站在新的历史起点的苏北地区,要利用多重机遇叠加为苏北跨越发展提供巨大政策效应,以解放思想为先导,激发推进跨越发展的内在动力;做好政策对接和政策实施成效评估,创造性地开展工作;以差异化竞争为前提,推进苏北地区区域一体化进程;在苏北内部培育足以撬动全局经济发展的支点,实现苏北跨越发展。At present, special development facing Northern Jiangsu owing to multiple growing opportunities brings about its qualitative change in regional from China＇ s coastal ~onomically underdeveloped region to ＂the strategic area＂ - - - a special status in the regional coordinated development in China. At the new starting point of history, Northern Jiangsu shall provide great policy effect for development by making the most of multiple opportunities, activate inner power of de- velopment by emancipating the mind, carry out work creatively by policy butt and assessment of policy implementation ef- fectiveness, boost regional integration process with differentiation competition a premise and therefore achieve leaping de- velopment of Northern Jiangsu by cultivating a fulcrum to pry global economic development.
