村干部腐败案例分析——以广西为例

摘　　要：发生在村民身边的村干部腐败现象,直接损害了村民的切身利益,降低了人民群众对整个制度和政权的社会认同度,破坏了党和政府的声誉与形象。针对广西村干部腐败案例的分析,不难看出当前村干部腐败呈现出手段多样化、犯罪主体多元化、"小额工程"腐败增多等新特点。部分村干部思想蜕变、村干部在村民中的强势地位、上级部门对村干部监督缺位、村干部腐败案件的查处难度大是导致村干部腐败的主要原因。因此,要根据广西农村的实际情况,探讨相应的治理对策,保证国家惠农政策在广西农村的落实。Corruptions committed by village cadres will inevitably be witnessed by villages, which directly damages the villagers＇ vital interests, reduce the masses＇ recognition of the social identity concerning the entire system and regime, and severely damage the reputation and image of the party and the government. Based on the analysis of the corruption cases committed by village cadres in Guangxi, it＇s not difficult to find some new features that the means of corruptions become more diversified, the crime subjects get more varied, and the corruption cases of ＂driblet project＂ are increasing. Corruptions committed by village cadres can mainly be attributed to the following reasons, such as a dominating position of village cadres among villagers, the superior department＇ s lack of sufficient supervision of village cadres, and the difficulty in investigating and prosecuting those cases. Consequently, we should explore corresponding measures and guarantee the implementation of national agricultural policies in the rural areas of Guangxi on the basis of the local actual situation.
