摘　　要：城乡垃圾管理中存在的问题有:五多即垃圾死角、散在垃圾、垃圾围村、养殖污染及苍蝇数量多;垃圾管理滞后所带来的危害即污染水源、空气、影响农业生产及危害健康;城乡垃圾管理中存在问题的根源有五不到位:即思想认识、舆论宣传、基础设施、管理机制及农村投入不到位;城乡垃圾管理问题的对策是:提高思想认识、加大宣传力度、加快基础设施建设、健全环卫管理机构、开征农村生活垃圾处理费、各级政府加大农村卫生经费投入、配备专(兼)职消杀人员及加大监管力度。There were some problems in the urban and rural waste management. First, there were five main situation existing, many dead corners of garbage, much scattered trash, village surrounded by the garbage, farming pollution and a large mount of flies. Second,waste management was not timely, which caused much harm such as contaminating water and air, affecting agricultural production and damaging health. Five primary problems existed in the urban and rural waste management, insufficient thinking and understanding, wanting media publicity, deficient infrastructure, im- proper management mechanism and lacking input in rural areas. The countermeasure in urban and rural waste management was to enhance their understanding, to step up publicity, to speed up infrastructure construction, to improve sanitation management institutions and the introduction of rural living garbage disposal fee, besides, all levels of govern- ment had increased funding for rural health, equipped with full-time （ or part-time） disinfectant staff and enhanced supervision.
