略论军队院校初级指挥生长干部领导管理能力培养

摘　　要：领导管理能力是军事指挥人才重要的基础能力素质。高新尖端科技在军事领域的广泛运用、联合作战成为主要作战样式、战斗力生成模式转变和军队建设环境与条件的显著变化等,对领导管理能力的要求越来越高。学历教育院校需通过精挑严筛生源、选好配强管理干部、坚持内炼外修、注重知行统一和建立健全各项制度加强初级指挥生长干部领导管理能力培养。Leading and administrative capacity is a fundamental quality for the military commanding officers. With the widespread and application of high technology in military, joint operation has become the main genre of war. The combating capacity generating mode is being transformed and the environment and conditions for military construction are undergoing great changes. All these put forward higher requirements for the leading and administrative capacity of commanding officers. This article brings forward such measures as careful selection of candidates, proper staffing of managerial personnel, centering on both internal and external quality, emphasizing the unity of knowing and doing, and improving relating system and regulations, which are effective to the cultivation of leading and administrative capacity for the elementary commanding cadets.
