摘　　要：完善高等教育立法,规范高校规章制度,健全社会对高校自主管理权的监督机制,建立和完善司法、行政、高校内部的协商救济制度,能够有效化解高校自主管理权与大学生权利的冲突,保证高校自主管理权的正常行使,保障大学生的合法权利,维护高校的稳定,促进和谐校园的建设。Strengthening higher edueation legislation,stipulating the laws and regulations of higher education,perfecting supervision mechanism of colleges＇s self-management,meanwhil,establishing the judicial,administrative and college consultation relief mechanism,in this way,the conflicts of colleges＇ self-management and college students＇ legal rights can be resolved,the mormal normal operation of colleges＇ self-management and the college students＇ legel rights can be truly guaranteed to maintain the stability of colleges and facilitate the construction of harmonious colleges.
