摘　　要：网络作为新媒体的主力军，正潜移默化地改变着传统的传播模式，并以强势姿态介入政府公共管理领域。由于网络的双面作用，致使网络成为谣言滋生的温床，加大了政府处理公共危机事件的难度。面对各种由网络谣言助长的公共危机事件，如何进行有效引导与处理直至危机化解，已成为政府危机管理中的重要问题。Network as newborn Media, is a strong gesture involved in the field of public administration of the Government, to change the traditional mode of transmission. The double-sided role of the network, causing the network to become a breeding ground for rumors, which increase the difficulty of the government to deal with public crises. The face of public crises fueled by Internet rumors, how to effectively guide treatment up to resolve the government crisis management has become an important problem.
