摘　　要：冷战的兴起和苏联的核威胁促使杜鲁门政府建立常设性国家民防体制。联邦民防局积极推动民防宣传和动员,通过东河计划寻找"科学依据",实施包括"警戒美国"巡展和社区民防动员在内的一系列宣传和动员计划。杜鲁门政府的民防宣传和动员政策有所见效,但也一定程度上演化成传播冷战意识形态的工具,折射出外部冷战环境对美国国内安全政策的深刻影响。As the rise of Cold War and previous Soviet Union's gradual practical nuclear threats pushed,President Truman's Administration established permanent national civil defense system.The state civil defense bureau actively promoted civil defense propaganda and mobilization.The 'scientific evidence' was searched due to East River Plan.A series of propaganda and mobilization plans were put into reality,including ' America's Alerts' tour exhibitions and community civil defense mobilization.Effects were seen after these measures were taken.Meanwhile,the series of propaganda and mobilization evolved as the spreading tool for Cold War ideology,which reflected the external environment of Cold War's deep impact on America's domestic defense policies.
