摘　　要：生态预算是地方环境举措国际理事会(ICLEI)沿用财政预算原理提出的一种新的管理城市自然资源的理论与方法。通过构建梳理生态预算的理论脉络,挖掘生态预算程序的内涵,对生态预算在欧洲发展和实施过程中的经验进行了总结。The ecological budget is a new theory and method of management of natural resources that the local environmental initiatives International Council proposed to follow the principle of the budget. By constructing and finishing the theoretical context of the ecological budget, this essay taps the ecological budget process, and ecological budget summary of reference, the experience of European development and implementation process so as to promote the implementation process of China＇s ecological budget.
