摘　　要：《2030年前俄罗斯煤炭工业长期发展规划纲要》是俄罗斯在执行国家长期能源政策和向创新型经济发展模式转型的框架内,发展煤炭产业、保障能源安全并开展国际能源合作的纲领性文件。《纲要》对俄罗斯煤炭能源的发展现状、内在问题与面临的挑战进行了全面分析,并从国内和国际两个层面提出了推进煤炭能源发展的战略举措。对《纲要》进行解读,有利于准确把握俄罗斯煤炭能源战略的发展取向,进而为深入推进中俄能源合作提供若干重要启示。Long-term Development Plan for Coal Industry before 2030' is a programmatic document of Russia in the implementation of the long- term national energy policy and transition to innovative economy.The program analyses the status of the Russian coal industry,inherent problems and challenges facing the industry,and suggests strategic measures of promoting the development of the coal in terms of both domestic and international aspects.Understanding the program would facilitate to grasp the orientation of the Russian coal strategy,and thus provide a number of important revelation to further promote the Sino- Russian energy cooperation.
