摘 要:目前在公立医院改革中,除了加强宏观层面的医药卫生体制改革和外部监督外,更要注重医院自身的建设。积极推进公立医院引进海外高层次医学人才,是提升医技水平和核心竞争力的有效举措。中国医疗服务市场对海外高层次医学人才需求量大,且公立医院为海外高层次医学人才提供良好的发展条件,但在吸引海外高层次医学人才时仍存在薪资待遇低、人事管理制度落后、文化差异等问题。因此,公立医院为吸引海外高层次医学人才应从完善引进政策、科学配置人才、创新管理体制、加强自身建设等方面入手,进一步促进海外高层次医学人才的引进。Since the reform and opening up, China's comprehensive national strength has been improved, the passion of high level over seas talents' return continues to heat up, the number and proportion of the return grow rapidly at the same time. Currently in the public hospital re form, in addition to strengthening the reform of macro level medical and health system and the external supervision, but also to focus on the hospitals' self construction. Acti~,ely promoting the public hospitals to introduce high level medical personnel overseas is an effective measure to improve their skill levels and core competitiveness. The public hospitals have their advantages and weaknesses to introduce high level medical personnel overseas, and there are also opportunities and threats in the internal and external environment. The public hospitals should perfect the in troduction policy, rationally allocate talents,innovate management system, strengthen self construction and so on, to promote the introduction of high level medical personnel overseas.
