摘  要:公私合作制在解决公共基础设施建设项目政府融资困难,运营过程中缺乏管理经验等方面发挥了巨大的优势,但是公私部门在风险分担问题上始终无法达成一致,使得项目面临失败的风险。风险识别是风险分担的基础,有效识别公私合作制项目中各风险间的内在关系是制定合理风险分担方案的保证。在分析风险分担主体不明确风险的基础上,将PPP项目的风险因素分为10大类,利用ISM-HHM混合方法识别子系统风险及子系统风险中各风险因素间关系,构建了风险间的层次关系框图。对PPP项目的风险识别结果表明,各风险存在直接或间接的影响关系,利用该方法进行PPP项目风险识别是站在不同利益主体角度考虑风险间的内在影响,更有利于风险分担框架的制定。Public-Private-Partnership has played a huge advantage in solving financing difficulties and management experience shortage in the infrastructure project. As public and private sectors can not reach an agreement on the issue of risk allocation problem, the project may lead to failure. Risk identification is the basis of the risk allocation. The identification of intrinsic relationship in PPP project is the assurance of developing reasonable risk allocation program. On the basis of analyzing the risks that have no explicit subject to undertake, we divide PPP risks into 10 categories and indentify the relationship among sub-system risks and risks factors in the sub-system risk using the ISM-HHM hybrid method and then establish the hierarchical relationship map of risks. The results researched from PPP risks identification showed that all risks a direct or indirect influential relationship. The PPP risk identification method is standing on the point of view of different stakeholders that considering the inner influence of risks. That is more beneficial to develop risk allocation framework.
