摘 要:鉴于南海渔业资源开发在维护国家利益方面的巨大贡献,即有明显的巨大的正外部性,国家要加大财政投入支持。根据当前局势和国际国防财政支出的平均水平,中国应加强国防财政支出,特别是海上国防力量的建设。中国的国防财政支出占GDP的比重保持在[2.09%,2.83%]区间内较为合适。为了避免南海诸国因中国在南海国防财政支出大幅增长而带来的不安,同时又能维护中国南海主权和地区稳定,可以将部分财政支出转移到有维权功能的渔业资源开发建设当中。南海渔业资源开发财政投入规模在334.1亿元到556.9亿元间比较理想。渔船作为重要的生产工具,更新改造和新建投入规模在33.4亿元到55.7亿元之间合适。As South China Sea plays an important role in safeguarding national interests, which is the huge positive externalities, the state should increase financial input and supEort. According to the current situation and the average of the international defense of financial expenditure, China should increase defense expenditure, especially in the construction of the sea defense forces. China's national defense fiscal expenditure share of GDP remained at [2.09%, 2.83%] range is more appropriate. In order to avoid the unease of countries around South China Sea, due to substantial growth in the South China Sea defense fiscal expenditure, while at the same time to maintain the sovereignty and stability of the region of the South China Sea, it is possible to transfer part of the financial expenditure to the development and construction of fishery resources for right protection. It is ideal if the financial investment size in the South China Sea development is between 33.41 billion yuan to 55.69 billion yuan.
