民国时期和田“水利社会”一瞥——以新披露的档案资料为中心

摘　　要：和田地区是我国西北最典型的干旱区之一,学界对其生态环境及经济社会演变史一直非常关注。本文利用新刊布的民国年间和田地区经济史档案,以该地区典型的"水利社会"为切口,对于民国时期和田地区水资源利用的基本情况进行了分析,指出导致该地水源使用日益趋紧现象的诸多因素。同时通过几件水利纠纷案的处理结果,揭示了围绕水的管理和利用问题,民众之间、区域之间,以及百姓与地方官府间错综复杂的社会关系。并对这一时期地方官府在协调"水利社会"正常维系过程中的作用进行了评价。Hotan region is one of the most typical arid cerned about its ecological environment and economic refering to a newly published file of the economic region of northwest China, academia has been very con and social evolution history. In this paper, the author history of the Republic of Hotan Prefecture and using the re gionb typical ＂water community＂ as an incision analyzes the utilization of water resources in Hotan Prefecture during the Republic of China period. Also the author pointed out the factors that leaded to the ground water use increasingly tight phenomenon. At the same time by a few pieces of water dispute processing results re vealed problems concerning the management and use of water, between people, between regions and between the people and local government intricate social relationships. The author evaluates the role of local govern ment during this period in the process of coordination ＂water community＂ maintaining.
