摘　　要：文章首先对云数字档案馆的安全进行界定,然后分析了云数字档案馆与传统IT安全的异同,进而从安全责任主体、安全组织框架、安全制度设计、安全角色分工等角度设计了云数字档案馆的运作机制,并在此基础上提出云数字档案馆安全保障体系的总体框架,为云数字档案馆的落地实施提供借鉴。This article first clarifies the definition of the safety of Cloud Digital Archives （CDA）,and then analyzes the similarities and differences on safety between traditional IT and CDA. Furthermore,it designs the operation mechanism for CDA in following aspects： the main body of security responsibility,security or- ganization framework,security system design and security roles and assignment. At the same time,it puts forward the overall framework of CDA security system which could offer reference to down-to-earth work of CDA implementation.
