晋升预期、政治责任感与地方官员政策承诺可信度——基于副省级城市2001—2009年政府年度工作报告的分析

摘　　要：本文以15个副省级城市2001-2009年政府年度工作报告为样本,分析中国地方官员政策承诺可信度及其影响因素。研究结果发现,晋升预期、城市特征、官员个人特质等多重因素均与政策承诺可信度存在密切关联。其中,晋升预期是影响官员政策承诺可信度的重要因素,但研究也同时发现,官员高质量的政策承诺并不仅仅来自于晋升激励,也显著地受到成就感、政治责任感等内在因素的驱动。Taking the government annual reports from 2001--2009 of fifteen sub--provincial cities as studying specimens, this paper analyses the Status quo and the influencing factors of the policy commitment credibility of local officials in Chi na. Research results show that Factors that influence the policy commitment credibility are complicated, promotion expectation, city features and the official＇s personality all being closely related to the credibility of policy commitment. Among the three of them, promotion expectation is the important factor that influences the credibility of policy commitment, yet the official＇s policy commitment of high quality is not just motivated by promotion incentive, it obviously being driven by the inner factors like sense of fulfillment and sense of political responsibility
