摘　　要：简单介绍第一次全国水利普查空间数据采集处理系统的建设内容和项目特点,详细叙述针对项目特点和难点开展的建设管理工作。为了按时、保质、保量完成普查任务,引入项目建设管理第三方监理和空间数据质量监控管理等内容,在项目建设管理规范性和数据质量控制有效性等方面发挥了巨大作用。为全国性水利信息化项目建设管理提供参考。This paper introduces the characteristics of the first national census for water space data acquisition and processing system of the content and the construction of the project, and describes in detail with project characteristics and difficulties of construction management.In order to on time, quality, complete the survey mission, the project construction introduces the construction management of the third party supervision and the spatial data quality control management etc. It plays a big role in the management of standardization of project and data quality control effectiveness etc. and provides reference for national water conservancy informatization construction engineering project management.
