Impact of Collective Forest Tenure Reform on Farmers' Willingness and Action for Afforestation——Based on Case Investigation in Six Villages in Jiangxi Province

摘  要:利用2011年江西省6个案例村农户调查数据,以"分山到户"后的农户造林为研究对象,在描述、比较集体林权制度改革前后案例村农户造林活动的基础上,重点分析了制度因素对农户造林意愿与行为的影响。研究结果表明:内容完整而排他的林地承包经营权是农户造林意愿的根本原因,林业税费减免、林业补贴制度促使农户造林意愿转化为造林行为,林权流转、抵押制度缓解了林地、资金等生产要素对农户造林活动的约束,但制度供给显著不足。而限额采伐制度则增加了农户营林成本,并对森林质量有一定影响。To find out the impact of collective forest reform on farmers' willingness and action for afforestation, case investigation was made in six villages in Jiangxi Province in 2011. Based on describing and comparing farmers' afforestating action before and after the reform of forest tenure, the influence of institutional factors was analyzed. The results show that the integritated and exclusive contracted forest management right is the fundamental cause to change farmers' willingness for afforestation, and forestry taxation reduction and forestry subsidies urge the trans- form of their afforestating willingness to afforestating action. Forestry tenure transfer and mortgage relieve con- straint of woodland and capital to farmers' afforestation, while the motivation of institutions is not enough. Forest cutting quota increases farmers' forestation cost and influences the forest quality.
