摘 要:科学与有效地构建应急响应组织是开展非常规突发事件应急指挥工作的基本任务。分析非常规突发事件应急响应工作参与主体及其关系,基于系统工程思想与组织设计理论,提出一种非常规突发事件应急响应组织结构,包括后方应急响应组织结构和现场应急响应组织结构,符合我国应急管理行政体系特征和满足非常规突发事件应急响应特殊要求,能够实现对所有非常规突发事件应急响应实体进行统一编组。同时,分析了非常规突发事件应急响应组织的运行模式,以"7.23"甬温线特别重大铁路交通事故应急响应过程为案例,对研究成果开展应用研究。Building emergency response organizations scientifically and effectively is the basic task for carrying out unconventional emergency commanding. This paper analyzes the agents participating in the unconventional emergencies response process and their relationships. Based on the system engineering thought and the theory of organizational design, an emergency response organizational structure of unconventional emergencies is proposed, consisting of off-scene and on-scene emergency response organizational structure. It adapts to the characteristics of the administrative systems for our country, and satisfies the requirements of unconventional emergency response. Additionally, it can organize all the responders for unconventional emergencies in a unified manner. Meanwhile, the operational model for unconventional emergencies response organization is analyzed. Finally, the research result is applied in the emergency response process of "7.23" Yongwen line special major railway traffic accident as a case study.
