摘　　要：《全民健身条例》确立了高危险性体育项目经营管理的基本法律制度,为了保证该法律制度的实施,需要建立高危险性体育项目经营管理的法律架构,包括《全民健身条例》中关于高危险性体育项目经营管理的内容、高危险性体育项目颁布机制、《高危险性体育项目经营管理办法》、高危险性体育项目经营管理单项审批标准、涉及高危险性体育项目经营管理的体育职业资格制度等,确定明晰的规范内容和管理范围,把握好与相关法律的衔接,明确各级体育主管部门的责任,规范高危险性体育项目经营活动,保障公民的人身安全。The Regulation on National Fitness establishes the basic content of the operation and management of high - risk sports. In order to ensure the implementation of the regulation, it is necessary to establish a legal framework and the basic system,including the explicit content of high - risk sports, the promulgated mechanism, the management approach for busi- ness operation, standards for project approval and the professional qualification system. This paper attempts to study the above topics and gives helpful suggestions for relevant government devartments.
