摘　　要：面对出生性别比顽固地高位失衡,甚至不降反升,治理工作必须转换视角。考察决定人们生育观念的历史文化根源,深入研究性别制度和人口文化的历史和变迁轨迹,准确研判其人口文化状态,全面把握影响生育决策过程的作用机缘,形成更加完善有效的综合治理对策。Facing the high imbalanced gender ratio at birth, the governance must be converted. The present paper holds that the historical cultural origin should be investigated to analyze the gender system and population changes of history and culture, study the cultural status to form a more effective countermeasure.
