摘 要:构建旅游安全救援系统已成为旅游地旅游发展中的重要工作。2012年"4.4苏州太湖快艇事件"反映出苏州当前旅游安全救援系统存在一定漏洞,给苏州著名旅游目的地形象造成了严重的负面影响。以该事件为视角,深入剖析出该事件旅游救援过程中存在没有统一救援指挥中心、各部门联动不足和景区内安全救援漏洞大等一系列问题,以此构建苏州旅游安全救援指挥中心、旅游报警定位子系统、旅游救援行动子系统、旅游救援善后子系统、旅游救援协调子系统和旅游救援保障子系统等6个部分组成的完整、快捷、高效的苏州旅游安全救援系统,并对旅游安全救援系统内在机理进行深入阐释。To build a tourism safety and rescue system became an important work in the tourist development of a tourist destination. "4·4 Suzhou Taihu Lake Speedboat Incident" reflected a certain vulnerability in the Suzhou tourism safety and rescue system and had a serious negative impact on Suzhou, a famous tourist destination image. This paper took the event as the perspective and figured out a range of the issues : There was no unified res- cue command center in the rescue process, linkage deficiencies and a big scenic safety relief loophole, in order to build Suzhou tourism safety rescue system with a tourism safety and rescue command center of Suzhou, travel alarm positioning subsystem, subsystem of tourism rescue operations, tourism rescue the aftermath of the subsystem, tourism rescue coordination subsystems and tourism rescue protection subsystem, then constituted a complete, fast, efficient Suzhou tourism safety and rescue systems, and in- depth interpreted the travel safety relief system mechanism.
