摘 要:当今中国水利发展需求出现结构性转变,愈加重视水利工程满足舒适性需求的层次。如何系统、公正、全面地对水利工程建设项目进行后评价,稳定其水利投资规模,是保障水利持续发展的重要基础。水利工程后评价系统是一个由经济、社会、生态多因素多目标组成的复杂系统,利用多目标决策理论,通过构建多目标综合评价指标体系,研究了水利工程后评价阶段的综合评价方法,建立了基于灰色关联投影分析理论的水利工程综合评价模型。通过湖南省"四水"流域治理工程项目实例分析表明,该方法不需要前期评估值,可得到综合效益评价值,为准确计算出综合效益评价值提供依据。Today water conservancy development needs structural change in China, more and more attention is paid to meet the demand of comfort level of water conservancy projects. How to systematically, fairly and comprehensively make post evaluation for water conservancy construction pro- jects and keep the stability of the water conservancy investment scale, are the important foundation to guarantee water resources sustainable develop- ment. So the water conservancy project evaluation system is a multiple target by more than economic, social and ecological factors of complex sys- tems, using the theory of multi-objective decision-making. The evaluation stage of the comprehensive evaluation method was established based on the theory of grey relation projection analysis of comprehensive evaluation model of water conservancy projects, after the multi-objective comprehen- sive evaluation index system was built. It is shown by Hunan Province watershed management project instance that the method does not need previ- ous assessment values, the comprehensive benefit evaluation value can be obtained, to calculate accurately and provides a theoretical basis for the comprehensive benefit evaluation and the improvement of the late investment operation management of water conservancy project is significant.
