摘　　要：城市综合开发是天津城市基础设施投资建设集团有限公司的四大业务板块之一,本文利用Silverlight技术与Web GIS技术相结合,改善了城投集团信息资源缺乏共享、项目管理上缺乏流程监管、工作效率低下等问题,并开发实现了"城投集团土地置业GIS管理平台"。Comprehensive Urban Exploitation is one of the four major business segments ot ＇lmnjm infrastructure Construction and Investment Group Co. Ltd. （TIIG）- This paper takes advantage of Silverlight technology and Web GIS technology to resolve some problems of TIIG：The lack of information resources sharing, Lack of process supervision on project management and Low efficiency. Finally ,the article develops and implements a application-TianJin Infrastructure Construction and Investment Group Land and Property Information Management Platform.
