摘　　要：随着世界经济全球化、区域经济一体化进程的加深加快,政府间的竞争日益剧烈。所以,建立政府竞争情报系统,收集、分析、加工和采用竞争情报显得日益迫切。2011年"舟山群岛新区"获批后舟山发展面临着新的挑战、机遇和历史使命。构建起舟山临港产业政府竞争情报系统成为当务之急。阐述了构建政府竞争情报系统的理论基础,介绍了舟山临港产业政府竞争情报系统的基本框架,展示了舟山临港产业竞争情报系统工作内容与流程。Along with the deepening and quickening of the process of the world economic globalization and regional economic integration, the competition among the governments is becoming more and more intense. Therefore, it becomes increasingly urgent to set up government competitive intelligence system for collecting, analyzing and processing the competitive intelligence. After the approval of Zhoushan Islands New District in 2011, the development of Zhoushan City is facing some new challenges, opportunities and historical missions. And it has become an urgent matter to construct the government competitive intelligence system for the port -centered industry of Zhoushan City. This paper expounds the theoretical basis of constructing the government competitive intelligence system, introduces the basic framework of the government competitive intelligence system for the port-centered industry of Zhoushan City, and exhibits the work contents and procedures of the government competitive intelligence system for the port-centered industry.
