军民融合海上应急医学救援模式构建

摘　　要：目的探讨军民融合海上应急医学救援模式。方法利用地方海难资源和海上救援直升机与救护艇(船)救护平台,军队医院主动加入,形成军地海上联合医学救援的格局,实行联合救援行动。根据事发性质、程度和距离,以救护艇(船)或救援直升机单独驰援施救,或两者联合驰救,军队医院医疗队员多随救护艇(船)参加海上救援的捞、救、送等过程,再进行医院后续医疗救治。结果 26起海难或突发事件39例各类伤病员的救治均获成功,且后送时间明显缩短,救援的针对性、时效性明显增强。通过联合救援,初步形成了三位一体的军民融合式海空一体化海上应急医学救援模式,救治效能明显提高,同时,增强了军队医务人员海上适应性,体能素质和专业技能得到锤练,成为海上应急卫勤保障"实战"练兵平台。结论该模式能较好地适应海难或海上突发事件的应急医学救援。还可通过完善机制、加强基础与装备建设,使救援效能提高,为完成多样化军事任务的海上卫勤保障提供借鉴。Objective To discuss the emergency medical rescue mode on sea based on civil -military in- tegration principle. Methods The combined medical rescue pattern was shaped by making use of local shipwreck resources and medical aid station on sea rescue which consists of helicopter and lifeboat and by active participation of our military hospital. The rescue was carried out by means of lifeboat and/or helicopter according to the nature, level, and distance of the shipwrecks. The medical - team members of military hospital took part in the courses of salvaging, saving and transporting by lifeboat. Then they carried out the following up medical treatment. Results The sick and wounded in 26 shipwrecks and 39 emergencies were treated successfully. The time of medical evacua- tion was shortened and the direction and timeliness of rescue were strengthened obviously. This mode of emergency medical rescue on sea has increased the rescue efficiency and effect obviously. Meanwhile the suitability on sea of military medical personnel was strengthened and their physical fitness and professional course were exercised. Con- clusion The mode of rescue is suitable for shipwreck and emergency on sea. It can promote the rescue efficient by perfecting the mechanism, strengthening basis and equipment.
