摘 要:在社会转型过程中,地方政府扩大社会治理主体,将外来务工者吸纳参与社区治理,创立融合性社会组织。融合性社会组织并不在类型学的研究范式中,对该组织的研究要回到组织和制度变迁和创新的现实逻辑上来。该组织有四个方面的特性,即高组织性、共建性、互益性、社区性。现实运行中该组织获得强大的行政支持,具有显著的行政性;同时,补充法律赋予居(村)委会的功能,运行呈现自治性。融合组织发挥了合作治理、社区融合与权利维护的功能。融合性组织虽然也属于涂尔干所说的一种"次级群体",但不能代表外来务工者根本利益,也不具有法人团体和职业团体的典型特征。In the process of social transformation,the local government expands social governance body, and establishes the social organization with integration by absorbing migrant workers to participate in community governance. The study of such organization should take the realistic logic of organizational and institutional change and innovation rather than typology as the basic paradigm. The organization has four characteristics: highly organized,co-constructive,and mutually beneficial and communal. The organization wins strong administrative supports; besides,it supplements the function of residential committee and village committee,and it has autonomy. The organization plays the function of cooperative governance, community integration and the protecting rights. Meanwhile,the organization also belongs to sub-groups put forward by Emile Durkheim,but it neither has the characteristics of the body corporate and professional groups nor stands for the fundamental benefit of the migrant workers.
