摘　　要：为了激励大学生自主创业,国家从税收、资金等方面给予了一系列优惠政策。然而由于政策运行机制不顺畅,致使很多优惠政策没有真正惠及大学生创业者。促进大学生自主创业扶持政策的运行应落实政府职能部门评价与考核机制、宏观经济政策运行机制、法律制度保障机制,以提高大学生自主创业的水平。To motivate college students to start their own businesses, the government offers a series of preferential policies in terms of tax and funds. However, the operational mechanism of the policy is not efficient, which results in the fact that many of preferential policies have not really benefited the entrepreneurs of the students. To promote the operation of supportive policy of college students＇ starting their own businesses, it is necessary to carry out the evaluation and assessment mechanisms, the operating mechanism of maeroeconomic policies and the protection mechanism of the legal system for government departments so as to improve the level of college students＇ starting their own businesses.
