摘 要:随着我国社会利益主体多元化格局的形成,公共行政实践中出现了地方政府公共政策执行力不足引发的政策执行规划力畸变、服从力缺失、公信力低下、监控力纰漏等问题。而多中心治理理论对政策执行的规划力、监控力和问责力、调整力的提升均有参照价值。故而可以该理论为分析视角,通过培育多元政策执行主体、创新政策执行技术和手段、鼓励公众参与和沟通、建立政策执行监督机制以及构建政策执行的利益博弈模型等途径来提升地方政府公共政策执行力。With the formation of stakeholder diversification in Chinese society, the practice of public administration shows various problems eansed by inefficient execution in public policy on the part of local government, including distortion in policy execution and planning, absence of conformity, lower credibility, and loopholes in regulatory force. The theory of polycentric governance is of reference value for the elevation of planning, monitoring, accountability, and adjustment abili- ties in policy execution. Therefore, this theory can offer a unique perspective for analysis. By fostering divemified policy execution agencies, innovating policy execution techniques and tools, encouraging public participation and communication, establishing regulatory mechanism for policy execution, and building interest-game model for policy execution, we can continuously elevate the execution capability in public policy for the local government.
