摘　　要：本文根据保定市文化事业和文化产业发展的实际情况,从团队文化、大众文化、形象文化、文化产业等四个层次的八个方面有针对性地分析了保定市文化建设的新思路,提出鼓励各种类型的文化融合发展,形成一条独具特色的保定市文化发展主线,将公益性与效益性有机结合,促进保定市文化事业大繁荣和文化产业大发展的新观点、新对策。This article is based on the real situation of the devel opment of Baoding＇s culture facilities and culture industry, and analyzed a new thinking of Baoding＇s culture development from four aspects like： the team culture, the public culture, the image culture and culture industry. Then put forward a new viewpoint and strategy to encourage all kinds of culture to a fusion; form a characteristic principal line of Baoding＇s culture; combine the welfare to benefits; promote prosperous culture facilities and cul ture industry of Baoding.
