贵州省2012年结核病防治经费预算情况分析

摘　　要：目的通过2012年贵州省结核病防治经费的预算,掌握全省年度结防经费需求与缺口,为各级开展结核病防治工作及经费投入方向提供科学依据。方法省地县各级根据工作需要制定带有经费预算的年度工作计划,审核后录入《中国疾控中心结核病经费预算软件》系统并进行数据统计分析。结果 2012年全省结核病防治经费需求3788.58万元,其中计划落实2 629.64万元,占69.41%。进一步筹措资金为3.07万元,仅占0.07%。总缺口为1155.87万元,占30.51%。需方经费缺口为64.86万元,占2.87%,供方经费缺口为1 091.01万元,占71.46%。结论贵州省结核病防治工作存在经费缺口,尤其是供方经费。省地县三级以县级缺口较大。因此需加大各级财政对结核病防治工作的经费投入,尤其是地县级财政的投入力度。Objective To master the fund demand and gap by budgeting the control funds of tuberculosis （TB） in 2012, and provide scientific basis for carrying out TB control work and funds investment orientation. Method The departments at all levels formulate annual working program with funds budget according to work de- mand, enter into TB Funds Budget Software of China Center for Disease Control and Prevention, and then analyze the data. Results The funds demand of TB control were 37 885 800 yuan in 2012, of which, 26 296 640 yuan （69.41%） were put into practice. Further financing funds were 30 700 yuan, which accounted for 0. 07%. The total gap was 11 558 700 yuan, which accounted for 30. 51%, of which, the gaps of demander and supplier were 648, 600 （2. 87% ） and 10 910 100 yuan （71.46%） . Conclusions There was fund gap of TB control in Guizhou, especially the funds of supplier. The gap at county level was the biggest, thus we should increase the fund investment of financial departments at all levels, especially the county level.
