论社会管理的终极目标

摘　　要：确保社会既充满活力又和谐有序是加强和创新社会管理的终极目标,充满活力是指"一切有利于社会进步的创造愿望得到尊重,创造活动得到支持,创造才能得到发挥,创造成果得到肯定",而社会和谐有序则主要包括社会发展协调、社会民生改善、社会利益均衡、社会结构合理、社会管理有序和社会关系和睦等内容。充满活力与和谐有序是辩证统一的关系,两者相辅相成、不可或缺、不可偏废、统一于经济社会发展的大局。加强和创新社会管理,确保社会既充满活力又和谐有序,可以从坚定不移推进改革、排除体制机制障碍、激发社会创造活力,在保障和改善民生中增强社会凝聚力、夯实充满活力与和谐有序的社会基础,坚持民主和法治、实现国家治理和社会管理的法治化,推动社会管理模式的转型、实现政府主导下的官民共治等四个方面着手予以实现。Guaranteeing a dynamic,harmonious and orderly society is the ultimate goal of strengthening and innovating social administration. Being dynamic means that 'all creation desires conducive to social progress are respected,all creation activities are supported,all creation abilities are given full play and all creation achievements are met with approbation'. Being harmonious and orderly includes coordinated social development,improved people’s livelihood,balanced social benefit,rational social structure,orderly social administration and harmonious social relations. Dynamic and harmony and order are of a dialectical unity. They are inseparably interconnected,indispensable,unified in the overall situation of economic development and we cannotemphasize one thing at the expense of the other. Strengthening and innovating social administration,guaranteeing a dynamic,harmonious and orderly society,these goals can be achieved from four respects,namely,stimulating the creativity of society by means of firm and unshakable promotion of reform and elimination of institutional obstacles,tamping the dynamic,harmonious and orderly social basis by means of building social cohesion in the process of safeguarding and improving people’s livelihood,realizing the rule of law of state governance and social administration by means of adhering to democracy and rule of law,promoting the transformation of social governance and realizing the official and public governance under the dominance of government.
