完善基层民主制度应注意的五种关系

摘　　要：党的十八大提出坚持走中国特色社会主义政治发展道路和推进政治体制改革,必须完善基层民主制度。面对形势的发展、事业的开拓、人民的期待,完善基层民主制度、提升基层民主的科学化水平应该注意五种关系:基础是其内在要素和领域的协调,根本是处理好它与人民群众根本利益之间的关系,切入点是推动它和基层政府民主治理的互动,突破点在于它与基层党组织民主建设的相互结合,目标则是在民主自我成长的同时共同促进其他社会发展目标的共生与发展。The 18th National Congress of CPC put forward that adhering to the political development of socialism with Chinese characteristics and promoting the reform of the political system,the democratic system must be improved.In the face of the development of the situation,the career of development,the expectations of the people,improvement of the grass-roots democratic system,advancement of the scientific democracy at the grassroots level,five kinds of relations should be paid attention to.And it’s based on coordination of their inherent elements and the fields,its fundament is to deal well with the relationship between it and the fundamental interests of the people,the cut-in point is to promote the interaction between it and democratic governance of grass-roots government,the breakthrough point lies in the combination of it and democracy and the grass-roots Party organization,and the goal is to jointly promote intergrowth and advancement of other social development goals as with self-developing of democracy.
