公共危机管理科技支撑体系的构成

摘　　要：通过文献综述,得出国内外相关研究普遍侧重于技术应用及科技服务,对于公共危机管理中涉及的科学意识、科技培训等研究还非常缺乏。基于此,在对十几起公共危机典型事件分析的基础上,揭示出科技对公共危机管理发挥着关键作用这一客观事实以及公共危机事件呈现出的科技要素,并对公共危机管理科技支撑体系的构建目的、产生原因、要素构成等展开分析,提出公共危机管理科技支撑体系的定义、研究思路、系统框架和应具备的系统功能。Through literature review, the research about S＆T support system of public crisis management generally focu- ses on technology application and services at home and abroad. It is still very scarce for public science awareness and S＆T training. So it reveals that S＆T plays a critical role in crisis management and some S＆T elements resented by public crisis events by case studies. Then the paper building purpose cause and elements constituted of S＆T support system of public crisis management, and puts forward the definition of S＆T support system of public crisis management, research i- deas, systems framework and analyzes system function.
