摘 要:实施创新驱动发展战略的关键是培育适宜的科技创新文化。科技创新文化已成为影响我国创新活力主要因素,然而近些年来由于制度因素影响而产生的文化倾向十分不利于科技创新发展。本文通过分析认为出现这些突出矛盾的根本原因是:小平同志提出"尊重知识,尊重人才"在制度设计上并没有落到实处,表现为制度设计不以科技创新活动的主体(科技工作者)为中心,不按科学规律办事。文章建议从改变制度设计出发点入手,着力改变顶层制度设计,以此遏制已经出现的不良文化倾向,大力培养有利于科技创新的文化。The culture of scientific and technological innovation,which is crucial to the strategy of Innovation-Driving Development Strategy,has become the main factor affecting China's innovation vigor.However,in recent years the cultural tendency growing due to the impact of institutional factors is not conducive to the development of science and technology innovation.Through analysis this paper concludes that there is a fundamental reason for the appearance of these problems: "respect knowledge,respect talent" raised by Deng Xiaoping has not been implemented in the design of the system,including that the design of science and technological system did not pivot around the main body of science and technology innovation activities(science and technology workers),and that the performance is not in accordance with the scientific laws.The article proposes to beginning with changing the starting point of system design,trying to change the top system design,so as to restrain the existing unhealthy culture tendency and to cultivate the culture conducive to scientific and technological innovation.
