摘　　要：自主创新对产业升级的促进作用毋庸置疑,但产业升级能否带动自主创新能力的提升?中国产业升级和自主创新能否实现携手并进?本文分析认为,产业升级可以通过微观需求拉动效应、中观地区协同效应、宏观国际贸易效应带动企业、地区、国家三个层面的自主创新。我们利用1997-2011年全国30个省份的平衡面板数据进行实证分析,研究结果表明:向第二、三产业升级能够有效带动自主创新能力提升;中国东部、中部、西部经济发展阶段的差异性导致了三大区域产业升级带动自主创新能力的差异性,东部第三产业带动自主创新的能力要强于第二产业,而中部、西部第三产业带动自主创新的能力要弱于第二产业;政府介入经济程度、开放程度、投资增长速度、外商直接投资水平等控制变量对自主创新的影响也呈现区域差异性。在政策含义方面,要将自主创新融入产业升级过程中,在产业升级中提升企业、区域和国家的自主创新能力,就应在第二、三产业中选择重点产业进行支持,并兼顾中国东部、中部、西部的区域差异性。A beyond doubt truth is independent innovation promoting effect of industrial upgrading. However, could industrial upgrading drive independent innovation ability？ Could China＇s industrial upgrading and independent innovation go forward hand in hand？ This paper thinks, the industrial upgrading can drive enterprise, regions and the country＇s independent innovation by micro demand pull effect,medium regional synergy effect and macro international trade effect. Based on the empirical research of China＇s provincial balanced panel data from 1997 to 2011, we found that the upgrading in the second and third industry drive the independent innovation ability effectively. The different stages of development among the east, middle and west led to the different abilities which industrial upgrading drive independent innovation in three regions. The ability of the third industry driving independent innovation ability surpasses that of the second industry in the east, while it is quite the contrary in the middle and west. Additionally, the study also found that the influence of those control variables, such as the role of government, the degree of open economy, the growth rate of investment, and the degree of foreign direct investment have regional difference. At the concrete countermeasures, in order to improve enterprise, regions and the country＇s capacity for independent innovation in the process of industry upgrading, we should support key industries in the second and third industry and take the regional difference into account at the same time.
