摘　　要：基本药物制度实施至今取得了积极进展和成效,当前应该不断完善机制保证基本药物制度的长期可持续实施。基本药物制度涉及政府、医疗机构、医疗保险机构、医药企业及患者多方责任主体,通过责任主体间的利益制衡机制以及责任评价模型来明晰各自应该承担的责任,理清相互间的约束和制衡关系,责任共担、利益共享、互联互动,保障基本药物制度长期高效地进展实施。The implementation of the basic drug system has made positive progress and achievements, and mechanisms needs to be con- stantly improved to ensure long-term sustainable implementation of essential drug system. The essential drug system involves the govern- ment, medical institutions, health insurance institutions, pharmaceutical companies and patients who would take multiple responsibili- ties. In order to ensure the long-term and efficient progress of the implementation, measures are needed to clarify each part＇ s responsi- bility through benefit balancing system and responsibility evaluation model, so as to share both responsibility and benefits.
