摘　　要：教育活动的历史性、地域性和层次性特点决定了树立"多元质量观"的可能和必要。重视教育作用,提升教育质量不仅是教育发展历史上的永恒话题,也在国内外教育改革中占据核心位置。社会与个人发展中的种种"现代性"问题更对高质量的教育提出诉求,呼吁教育的和谐发展。提升教育质量必须要树立多层次的教育质量观,注重教育的地区差异、阶段差异和层次差异,注重教育发展的外部环境、体制和制度建设。此外,还要正确认识和处理教育质量与教育公平的关系。This study begins with definition of education,claiming the quality of education differing from that of business products.The historic,regional and hierarchical characteristics form the multi-level value of educational activities.The social and individual development demands a high-quality and harmonious education.In addition,educational environment,system,institution and equal opportunity of education need improving.
