摘　　要：社区公共服务合作治理是推进政府职能转变的有效路径和实现公共服务均等化目标的必然选择。在借鉴前人已有的测量指标和结合我国实情的基础上,通过对长沙市社区公共服务政府与社会组织合作治理的现状进行考察,从居民个体背景特征、上级支持状况、控制状况、沟通和交往状况建立结构方程模型,深入剖析政府与社会组织在社区公共服务治理中的合作关系的影响机理,探讨构建社区社会组织和政府平等合作关系的良性互动机制,以推进社区公共服务合作治理模式的有效开展。Cooperative governance of community public services is a valid path to promote the transformation of government functions and an inevitable choice to achieve the target of equalization in public services. Drawing on previous measurement and combining China＇s actual situation, this paper covers the following： examining the status quo of cooperative governance between the government and social organizations regarding community public services in Changsha; establishing the structural equation model from the residents＂ individual background characteristics as well as the situations of higher authorities＂ support, control, communication and interaction; analyzing the influential mechanism of the partnership between the government and social organizations in the services; clarifying the effective ways of building their equal cooperation so as to promote the cooperative governance model of the services to work effectively.
