摘　　要：社区建设与管理创新,应着力推动政府转型,开创经济社会和谐发展的新局面;探索建立层级简明、职能清晰、运行高效的城市管理服务最基层组织运行新体制;创新建设民主自治特点鲜明的新社区等方面破题,最终建立起与社会主义市场经济体制相适应的,政府主导、社会协同、居民参与的社区治理结构新体制。The construction and innovative management of the urban communities should focus on promoting the transformation of the government,which will help open up a new phase of the harmonious development of economy and society.Besides,the focus should also be laid on the exploration and reform of urban management system at basic level,on the establishment of a new system with simple hierarchy,clear function and efficient operation which serve the grass-roots organizations,and on the innovative construction of a new community which has characteristics of democratic self-governance,so as to ultimately establish a new system for community management,adaptable to the socialist market economic system,under the leadership of the government,coordinated by the society,and participated by the public.
