摘　　要：本文基于服务社会,生态补偿,人河互补,共致和谐的"健康和谐"水能资源开发与运行管理的理念,从河流开发服务功能、健康河流生态环境补偿功能,以及和谐社会经济发展功能三种属性出发,构建了一套包含24项评价指标的水能资源利用评价指标体系。利用层次分析法计算软件对内蒙古境内黄河干流西段的水能资源利用进行了评价示范,并提出了该河段的水能资源开发利用建议。应用结果说明本文提出的评价指标体系可用于指导一个流域或河段、地区的水能资源开发与运行管理实践。This paper proposes a health and harmony concept for hydropower development and operation management,and establishes an evaluation system including 24 indicators to illustrate three functions of hydropower resources — serving human society,healthy river and ecological environment,and harmony of nature and social development.As an application of this system,a calculation program based on analytic hierarchy process(AHP) was developed and used for evaluation of hydropower resources development in the western Yellow River reach in Inner Mongolia,and a suggestion for the local development in this reach was proposed.The results demonstrate the practical value of the indicator system and the evaluation method for a river reach or a region in guiding its hydropower development and operation management.
