北京参与京津冀区域合作的主要途径探索

摘　　要：从北京参与京津冀区域合作入手,本文总结了在重大交通基础设施、水资源与生态环境保护、能源开发、工业跨地区调整转移、旅游产业等方面取得的新进展,也指出当前存在的区域内发展不平衡、经济一体化协调机制不完善、地区生态环境等问题;同时,提出北京实施京津冀区域合作的三大目标,以及区域合作来给其带来的三大新定位;最后,本文提出从制造业、生产性服务业、北京大CBD、绿色产业、水资源、区域生态环境、京津同城化等七方面进行重点区域合作,破解当前京津冀合作的深层难题。This paper summarizes the new progress Beijing has made in the regional cooperation among Beijing, Tianjin and Hebei. The progress covers such areas as major infrastructure construction, water protection, energy development, industrial remapping and tourism. Meanwhile, this paper highlights the issues of unbalanced regional development, imperfect mechanism of economic integration as well as environmental pollution at present. Finally, the paper offers strategies for Beijing to strengthen the regional cooperation from manufacturing industry, service sector, larger CBD for Beijing, green industry, water resources, ecological protection and Beijing-Tianjin integration.
