三水区《广东省结核病防治规划(2001～2010年)》终期评估报告

摘　　要：目的了解《广东省结核病防治规划(2001～2010年)》(以下简称规划)在我区的实施情况、总体目标和工作指标的完成情况;总结《规划》实施的成功经验;分析存在的困难和问题,为制定新一轮《结核病防治规划》提供依据。方法采用现场调查,回顾、查阅结核病月报、季报、年报等获得所需资料,并进行总结分析。结果自2001～2009年9年间共投入经费345.1万元。截至2009年全区累计免费检查可疑肺结核患者14222例,发现活动性肺结核患者3876例。全区患者治疗DOTS覆盖率达100%,新发涂阳患者2个月转阴率达91.58%,治愈率达到95.71%;复治涂阳患者2个月转阴率达90.4%,治愈率达92.82%。通过控制所减少的死亡人数达928人次,通过治愈传染性患者所避免的新发肺结核患者数为1271人次,避免产生新发患者所减少的社会医疗费用达86.59万元。避免劳动力损失所挽回的社会经济效益达70209.55万元。结论三水区在规划期间DOTS覆盖率、新发和复治涂阳患者2个月转阴率、治愈率均达国家要求,通过治愈传染性肺结核患者挽回了大量社会医疗费用,取得了良好的社会效益和经济效益。Objective To investigate the implementation,overall goal and the accomplishment of performance measures of Tuberculosis Control Program of Guangdong Province（2001-2010） （the Program） in Sanshui district,summarize the successful implementation experience of the program and analyze the difficulties and problems for providing the basis of the newly Program. Methods The datas were summarized and analyzed through spot field investigation,reviewing and consulting the month-report,season-report and year-report. Results 3.451 million were provided as the funds from 2001 to 2009. 14 222 cases of suspicious tuberculosis were examined and 3876 cases were certified positive until 2009 in the whole Sanshui District. The DOTS coverage was 100% in the whole Sanshui District patients. The negative conversion rate of newly smear positive patients in 2 months was 91.58% and the cure rate was 95.71%;the negative conversion rate of re-treated smear positive patients in 2 months was 90.4% and the cure rate was 92.82%. 928 cases were saved and 1271 person-time were avoided from the infection of tuberculosis through the treatment of the positive patients, which benefit 865900 directly and 702.0955 millions indirectly. Conclusion The DOTS coverage,the negative conversion rate of first found smear positive patients and re-treated smear positive＇patients in 2 months and the cure rate reach the national requirements during the planning period,which effectively reduced the spread of tuberculosis,saved a large number of social medical expenses and achieved remarkable social and economic effects.
