摘　　要：高新技术产业日渐成为促进生产力发展和社会进步的强大动力。高新技术产业及园区的政策对于推动高新技术产业的发展起着重要作用,特别是当前对于高新技术产业政策的制定与实施体现出某种不一致、局限性和不平衡性时,针对政策体系的研究便愈发重要。文章主要研究了高新技术产业及园区发展的政策体系的目标和功能,并构建了包括内容和框架等方面的政策体系。High-tech industries have became a powerful driving force to promote productivity and social progress.High-tech industry and the park＇s policy for promoting the development of high-tech industry plays an important role,especially when there are a lot of inconsistence,limitations and imbalances with the policy formulation and implement.Therefore the research of the policy system will play a more important role.This paper studies the high-tech industries and the development of the park＇s policy objectives and functions of the system,and build the system including the contents and framework.
