摘　　要：当前公共BOT项目在建设和运营过程中经常出现软预算约束问题,大大降低了公共资金投资效率,影响了项目的有效性并影响政府绩效。在这一背景下,文章剖析软预算约束现象的成因,描述公共BOT项目建设和运营过程中,项目公司和政府等主体的动态决策行为,分析软预算约束现象的形成机制,并提出了软预算约束的软化边界的确定。在此基础上,提出相关政策启示。Soft budget constraint problems in the construction and operation processes of public build-operate-transfer（BOT） projects greatly reduce the efficiency of public capital investment and affect the project effectiveness and the government performance. The causation of the phenomena of soft budget constraint is analysed. The decision-making behaviours of project-undertaking companies and local government in public BOT project construction and operation process are described. The formation mechanism of soft budget constraint is discussed. The softening boundary determination method of soft budget constraint is presented alonz with relevant nolicv implications.
