摘　　要：对全国12省38个普通村集体经济的法律保障与功能、主体组织化与集体成员权、财产权的总体与具体状况以及土地经营与企业经营制度的调查表明:普通村集体经济的发展亟需以法律形式规范集体经济组织与成员权制度的生成与运作,健全集体土地所有权权能与实现,完善集体土地和集体企业的经营与管理。A survey bout rural collective ordinary villages over the 38 ordinary villages among 12 provinces is carried out to investigate the issues a- economy which involve the legal , the relevant laws must be made to safeguard regulate and function, the main-body organization and the establishment and operation of system between the collective economic organization and the rights of collective members, perfect the power and realization of the collective land ownership, and improve the operation and management of collective land and collective enterpri- ses.
