摘 要:在中国,政府本身是土地的所有者,也是土地的供应者,这种特殊情况加之房地产业具有公共产品特性和其他特点,决定了政府必须加强对房地产业的管理。而不能像西方国家那样,实行自由市场化运行。但在我国现行的房地产管理体制下,却出现了房价飙升、政府人员寻租等严重的问题。产生上述问题的重要原因是地方政府在房地产业管理中的角色定位不准,出现了角色错位,地方政府应该扮演的角色是:利益协调者;制度创新者;市场服务者和市场监管者。Since 1998, real estate industry in China has been in rapid development. In China, the government is the owner and provider of the land. Hence the real estate industry shares the features of public products and some other features of its own. As a result, government should enhance the management of real estate industry, rather than practice the free market as western countries. But some serious problems such as housing price rising and power rent-seeking emerge under the current real estate industry management. Author believes that above problems are caused by the wrong roles of local governments play in the industry. The right role of local government should be in- terest coordinators, institutional innovator, market servant, and market supervisor.
