摘　　要：随着世界各国都致力于为未来构建一个更合理的能源组合,能效政策的作用日益受到重视。文献表明,在现有的经济技术条件下,大量成本有效的能效机会没有被利用,存在显著的能效差距。从市场失灵(或障碍)和行为失灵上讨论了影响能效决策的因素,并结合国外的能效政策实践分析能效政策选择及其有效性,以期为我国节能减排分析提供相关的政策分析视角。As the world grapples with the right energy portfolio for the future, energy efficiency policy is playing an increasing prominent role. Substantial literature indicates the existence of unexploited significant opportunities for investing in cost-effective energy efficiency, which has been referred as energy efficiency gap. This paper discus- ses the factors including market failure （ or barriers） and behavior failure that influence energy efficiency decisions. The most appropriate policies for their promotion are proposed from both theoretical and empirical perspectives.
