提高国防生培养质量的几点思考

摘　　要：依托地方高等院校招收培养国防生是党中央、国务院和中央军委作出的重大决策,从2000年以来,全军国防生培养工作质量效益稳步提升,政策制度日趋完善,使部队建设多了一条可靠稳定的人才来源,但在运行中也出现了这样那样的问题。分析了国防生优质生源不足、学习积极性不高、部分学生违约及培养使用方面的问题,并提出了建立"统筹协调的招生选拔、科学配套的军政训练、鼓励成才报国、提高国防生使用质量"的"四个机制",就新形势下进一步提高国防生培养质量进行了探讨。Relying on local universities to train national defense students is an important decision made by the Party Central Committee, the State Council and the Central Military Commission of the PRC. Since 2000, the training quality of the national defense student education has been gradually improved and the policy and system has being perfected day by day, which makes the military have an additional, reliable and stable talent source. However, there appear some problems during the operation. This paper analyzes the problems such as inefficient high quality student source, low learning enthusiasm, breach of contract, and improper training and employment. Four mecha- nisms are proposed by authors, which include unified planning and coordination of student recruitment and selec- tion, scientific and complete military-politics training, active encouragement to talent service, and the reasonable employment of the national defense students. Finally, the issue of how to further improve the training quality of na- tional defense students is discussed.
