美丽中国战略的内涵、缘起及实施路径探讨

摘　　要：美丽中国战略是在中国建设生态文明的关键时期提出的,体现了中国现阶段发展理念和发展思路的转变。美丽中国战略是中国响应国际社会呼吁的主动行动,是中国推动地方经济发展模式转型的重要手段,是中国处理人与自然关系的正确抉择,是满足中国人民生态需要的重大决策。实施美丽中国战略应当遵循以下路径:一是建立促进生态文明的体制与机制;二是完善绿色经济政策和技术创新政策;三是广泛开拓生态环境项目融资渠道,大力提高生态环境项目投资效率;四是完善有关法律,加强环境保护的监管、执法及社会监督。Beautiful China Strategy is put forward at the critical period of China's construction of ecological civilization,which reflects the transformation of China's developing concept and idea at the present stage.Beautiful China Strategy is China's initiative responding to international community's appeal and the important means to promote the transition of local economic development mode.It is also the correct choice for China to handle the relationship between human and nature as well as the great decision to meet the Chinese people's ecological need.The implementation of Beautiful China Strategy shall comply with the following paths:firstly,establishing the system and mechanism to promote ecological civilization;secondly,improving the green economic policy and the technology innovation policy;thirdly,widely exploiting the financing channels for ecological environment project and energetically improving investment efficiency of the projects;at last,perfecting relevant laws and enhancing the regulation,law enforcement and social supervision of environmental protection.
